Beef it’s too Expensive for Dinner

Here is something I do not understand. The Midwest farmers (largest producers of beef) are in a bind. There was no rain, hence no hay; so they are selling off cows to survive. Auction prices must be falling so grocery stores are buying beef on the cheap at the moment, but prices are spiking. What is wrong with that picture?
